What is a BIA? A Proven Model for Economic Development

Called "Business Improvement Areas" in B.C., "Business Improvement Districts" in Ontario, and "Business Improvement Zones" in Manitoba, they are all roughly the same thing: business districts that have decided to take matters into their own hands.

The BIA concept was first tried successfully in Toronto in the 1960s and is now a model that is used in thousands of communities all over the world.

Under the BIA concept, a business community applies to be designated as an improvement area by the municipality. This requires the general approval of the majority of the commercial property owners and tenants in the given area. It also entails a modest additional levy to be paid each year, which helps fund its numerous activities.

These activities include beautification and area improvements, promotion and marketing, media work, events to attract visitors and celebrate community, parking or transportation improvements, workshops and seminars for businesses, lobbying activities, safety and security programs, and much more.

The ultimate goal is to create a better district where businesses thrive, shoppers find a welcome and pleasant place to take care of daily needs, residents feel secure and proud of their neighbourhood, and the community in general prospers.
